Welcome to Vital Records Online (“VRO,” “we,” “our,” or “us”). These Terms and Conditions govern your use of our website, services, and associated products, including but not limited to our VRO+ subscription service.

By clicking “I Accept,” placing an order, completing a purchase, or otherwise using any functionality on our website or related services, you agree to be bound by these Terms and Conditions, our Privacy Policy, and any other policies referenced herein (collectively, the “Terms”). These Terms are in addition to, and do not override, any other agreements you may have with VRO LLC or its affiliates for other products or services.

If you do not agree to these Terms or are not legally permitted to accept them, you may not use our services. Continued use of the site constitutes your acceptance.

Arbitration Notice: These Terms include a mandatory arbitration agreement with a class action waiver. Please review Section 13 (Dispute Resolution) for details. By accepting these Terms, you and VRO LLC agree to resolve any disputes through binding, individual arbitration and waive the right to trial by jury or participation in any class or representative proceeding.

You agree that VRO may contact you at the phone number you provide using SMS/text messages or calls, including for operational purposes and promotional communications. These messages may be sent using an automated telephone dialing system, and your consent is not a condition of purchase. You may opt out at any time as described in our Privacy Policy.

1. Services Provided

VRO is an authorized third-party provider specializing in the preparation and filing of applications for birth, marriage, divorce, and death certificates. We use a proprietary system that automatically reviews applications for compliance with government standards. All applications are also reviewed by our team for additional quality assurance.

Filing methods are determined by VRO based on the applicable state requirements. Where available, we submit applications electronically through authorized government portals. In other jurisdictions, physical mail is used to file applications. Regardless of the method, VRO ensures that submissions meet agency-specific requirements.

Identity verification and proofing are conducted using trusted third-party vendors. In states requiring notarized applications, VRO may facilitate online notarization through authorized providers. Where online services are unavailable, we refer customers to third-party in-person notaries. VRO assumes no liability for the services of third-party notaries.

Customers have access to a secure online portal to manage services, monitor application status, and access VRO+ features. While we are not a government agency, VRO is an officially authorized third-party provider for the State of California.

2. Ordering by Phone

Customers may complete their applications via phone with assistance from a trained representative. All phone orders are processed through systems compliant with the Payment Card Industry Data Security Standard (PCI DSS). We employ secure platforms to safeguard payment information.

Personal information provided over the phone is protected under applicable privacy laws. VRO does not store full credit card information after processing. Phone orders may require verbal identity verification and consent. Calls may be recorded for compliance and quality assurance.

Some services or expedited options may be exclusive to online applications. Phone representatives are authorized to assist with standard services only. VRO is not liable for errors resulting from inaccurate or incomplete information provided over the phone. Customers are responsible for confirming the accuracy of submitted details.

3. Service Inactivity and Additional Fees

If a service is not completed within six (6) months of purchase, the customer may incur additional fees due to document expiration or policy changes.

Customers who uploaded an ID must re-upload and pay a $1 verification fee if the original has expired. Online notarization may also need to be redone if state-imposed validity periods lapse. VRO reserves the right to request additional fees in response to process updates. Customers will be notified and may request a full refund if they do not agree to new charges.

For services involving expedited shipping or return envelopes, customers who change their shipping address or whose rates have increased may be subject to additional costs.

4. VRO+ Subscription and Specialized Accounts

To access VRO+ features, an active VRO account is required. The VRO+ subscription includes identity protection and credit monitoring services provided by third-party partners. Use of these services is subject to those partners’ privacy and usage terms.

The VRO+ subscription is billed monthly. By subscribing, you authorize automatic charges to your selected payment method. You may cancel at any time through your account settings. Cancellations take effect at the end of the billing period; no partial refunds are provided. See our Cancellation Policy for full details.

5. VRO for Businesses, Government and Non-profit Organizations

VRO offers specialized accounts for Business, Government, and Non-Profit organizations. Business Accounts have access to bulk submission tools, dashboards, and automation features. Government Accounts include all business features plus secure applicant identity verification. Non-Profit Accounts can use our PDF filing tools at no cost to assist individuals in need.

All specialized accounts require verification by VRO. Approved accounts will receive a welcome email with access instructions.

6. Registration and Account Responsibilities

When registering for an account, you agree to provide accurate and up-to-date information, secure your credentials, and update any changes promptly. Sharing credentials is prohibited. Notify us immediately if you suspect unauthorized access. We reserve the right to suspend or terminate accounts that violate our terms.

7. User Conduct and Acceptable Use

You may not use our services for unlawful purposes, impersonate others, introduce harmful code, use automated tools to extract data, or interfere with service functionality. Misuse may lead to account termination and legal action.

8. License and Use Restrictions

You are granted a limited, non-exclusive, non-transferable license to use our services. You may not sell, license, alter, reverse-engineer, or use our services for unauthorized purposes. Unauthorized use terminates the license and may result in legal consequences.

9. Privacy and Data Security

VRO is committed to protecting user data. We use encryption, secure platforms, and third-party providers who comply with legal standards. Online notarization and identity monitoring are managed by authorized partners. Please review our Privacy Policy for full details.

10. Payment Policy

Our Payment Policy, maintained in a separate document, governs accepted payment methods, currency, confirmation, and dispute resolution.

12. Limitation of Liability

VRO is not a government entity and does not issue certificates. We are not liable for delays or denials from government agencies, or for acts or omissions of third-party providers. Identity protection services provide monitoring and alerts but do not guarantee prevention of identity theft.

13. Dispute Resolution

Disputes must first be addressed through good-faith negotiation. If unresolved, they shall be resolved through binding arbitration in Delaware under AAA rules. Class action lawsuits are waived by agreeing to these Terms.

14. Modifications to Terms

We reserve the right to modify these Terms at any time. Continued use of our services following changes indicates acceptance.

15. Governing Law

These Terms are governed by the laws of the State of Delaware, without regard to conflict of law principles.

16. Intellectual Property

All website content is owned by VRO or its licensors and is protected under intellectual property laws. Use, reproduction, or distribution of our content without written consent is prohibited.

17. Third-Party Links and Services

Our site may link to third-party websites. We are not responsible for their content, terms, or privacy policies.
