By clicking “I Accept,” placing an order, completing a purchase, or otherwise using any functionality on our website or related services, you agree to be bound by these Terms and Conditions, our Privacy Policy, and any other policies referenced herein (collectively, the “Terms”). These Terms are in addition to, and do not override, any other agreements you may have with VRO LLC or its affiliates for other products or services.

If you do not agree with these Terms or are not legally permitted to accept them, you may not use our services. Your continued use of the Site constitutes your acceptance of and agreement to these Terms.

Arbitration Notice: These Terms include a mandatory arbitration agreement with a class action waiver. Please review Section 8 (Dispute Resolution) for details. By accepting these Terms, you and VRO LLC agree to resolve any disputes through binding, individual arbitration and waive the right to trial by jury or participation in any class or representative proceeding.

You agree that VRO may contact you at the phone number provided using SMS/text messages or calls, including for operational purposes and promotional communications. These messages may be sent using an automated telephone dialing system, and your consent is not a condition of purchase. You may opt-out at any time as described in our Privacy Policy.

Welcome to Vital Records Online (“VRO,” “we,” “our,” or “us”). These Terms and Conditions govern your use of our website, services, and any associated products, including our newly introduced VRO+ subscription service.

By accessing or using our services, you agree to be bound by these Terms and Conditions. If you do not agree, please do not use our services.

1. Services Provided

VRO reserves the right to determine the appropriate filing method for each customer application at its sole discretion. Applications may be submitted electronically through state portals where VRO has an authorized agreement, or via physical mail for states that do not support electronic submission. In either case, VRO will ensure that applications are accurately prepared, verified, and filed properly according to the specific requirements of the receiving agency.

VRO LLC is an authorized third-party provider for vital records that specializes in filing applications for birth, marriage, divorce, and death certificates. Our proprietary system automatically reviews applications for accuracy and compliance with government requirements. For additional quality assurance, our team manually reviews applications to ensure complete accuracy before submission.

Additionally, we leverage ID verification and identity proofing technologies through third-party vendors to validate user identities securely and reduce the risk of fraud.

Depending on state requirements, IDs and applications can also be validated via online notarization provided through VRO LLC’s third-party service partners. When notarization is mandatory and online services are not an option, VRO LLC will refer customers to some of the physically closest in-person notaries. We have no affiliation with in-person notaries and are not liable for their services.

Customers have access to a private and secure customer interface to manage their purchased services, track their application status, and access VRO+ features. This interface is designed to provide transparency and convenience while ensuring data security.

While we are not a government agency, VRO has an official agreement as an authorized third-party provider for the state of California, ensuring compliance with government standards in facilitating applications.

Service Inactivity and Additional Fees

If a customer has not completed their service with VRO within six (6) months of applying, they may be subject to additional fees due to the expiration or invalidation of previously submitted information or documents. Specifically:

  • ID Verification: If the customer uploaded their ID during the initial application but did not complete the process within six months, they will be required to re-upload their ID and pay the ID verification fee of $2 again.
  • Online Notarization: In cases where the customer completed an online notary, certain states may impose expiration limits on notarized documents. If the document has expired, the customer will be required to redo the online notarization, including any associated fees.
  • Process Changes: If VRO’s validation process has changed since the customer paid for their application, VRO reserves the right to request additional fees to comply with new requirements. Customers will be notified and given the option to request a full refund if they do not accept the updated terms or charges.
  • Expedited Services and Return Envelopes: If the customer purchased expedited processing or a next-day return envelope, they may be required to pay additional fees if:
    • They change their shipping address after purchase, or
    • Shipping rates have increased since the time of the original order.

2. VRO+ Subscription and Specialized Accounts

To access and use VRO+ features, you must create and maintain an active VRO user account. Without an account, you will not be able to utilize any of the subscription services offered under VRO+.

All identity protection and credit monitoring features included in VRO+ are provided through a third-party identity protection partner. By using these features, you acknowledge and agree that your information may be shared with this provider in accordance with our Privacy Policy and the provider’s own terms and privacy practices.

VRO+ is a subscription-based service that offers users enhanced benefits, including:

  • Access to Online Notaries (provided by third-party providers) for legally recognized notarization of documents.
  • Identity Protection and Credit Monitoring Services, including:
    • Dark Web Monitoring to detect exposed personal data.
    • Identity Theft Alerts & Fraud Prevention Resources.
    • Credit Monitoring to track and notify users of changes to their credit reports.

2.1 Subscription Fees & Billing

  • The VRO+ subscription is billed on a monthly basis.
  • By subscribing, you authorize us to charge the designated payment method automatically for each billing cycle.
  • You may cancel your subscription at any time through your account settings.

2.2 Cancellation Policy

  • Subscription cancellations take effect at the end of the current billing period.
  • No partial refunds are issued for unused subscription time.

2.3 Business, Government, and Non-Profit Accounts

VRO offers specialized account types for Business, Government, and Non-Profit customers.

Business Accounts will have access to additional features designed to enable faster and more automated application submissions, including but not limited to bulk submission tools, dashboard management, and integration capabilities. Learn more at our Business Services page.

Government Accounts will receive all the features available to Business Accounts, along with a secure identity verification interface to facilitate secure applicant validation. Learn more at our Government Agencies page.

Non-Profit Accounts will be provided with the same features as Business Accounts, with the added option to file applications free of charge using our PDF filing tool. This solution supports organizations offering assistance to individuals in need. Details are available on our Non-Profit Solutions page.

All Business, Government, and Non-Profit accounts must go through a registration verification process. A VRO LLC team member will manually review each registration request to confirm eligibility. Once approved, the account will be upgraded accordingly, and a welcome email outlining all available features and management tools will be sent to the registered email address.

Business Accounts will have access to additional features designed to enable faster and more automated application submissions, including but not limited to bulk submission tools, dashboard management, and integration capabilities.

Government Accounts will receive all the features available to Business Accounts, along with an identity verification interface to facilitate secure applicant validation.

All Business and Government accounts must go through a registration verification process. A VRO LLC team member will manually review each registration request to confirm eligibility. Once approved, the account will be upgraded accordingly, and a welcome email outlining all available features and management tools will be sent to the registered email address.

3. Registration and Account Responsibilities

To access certain features or areas of our services, you may be required to register for an account. By registering, you agree to:

  • Provide accurate, current, and complete information.
  • Maintain and promptly update your account information.
  • Keep your login credentials secure and confidential.
  • Do not share your account credentials with others.
  • Please notify us immediately of any suspected unauthorized use or security breaches.

We reserve the right to suspend or terminate accounts that are found to be in violation of these terms or used inappropriately.

4. User Conduct and Acceptable Use

You are solely responsible for your conduct while using our services and agree not to engage in any activities that:

  • Violate any applicable laws, regulations, or third-party rights.
  • Are abusive, harassing, threatening, or otherwise inappropriate.
  • Involve impersonation, false identities, or misrepresentation.
  • Interfere with the use or enjoyment of our services by other users.
  • Introduce malware, viruses, or harmful code.
  • Use automated tools (e.g., bots, scrapers) to extract or interfere with data.
  • Attempt to reverse-engineer or gain unauthorized access to restricted features.
  • Collect or attempt to collect personal information of others without consent.
  • Create derivative works or competing services based on our offerings.
  • Resell or commercialize our services without written consent.
  • Violate the integrity or security of our systems in any way.

Violation of these rules may result in the suspension or termination of your access to the services and may subject you to civil and/or criminal liability.

5. License and Use Restrictions

Subject to your compliance with these Terms, we grant you a limited, non-exclusive, non-transferable, non-sublicensable license to access and use our services for their intended purpose only.

You may not:

  • Sell, rent, lease, sublicense, or commercially exploit the services.
  • Modify, alter, or create derivative works from any part of the services.
  • Remove or obscure any copyright, trademark, or proprietary rights notices.
  • Use the services for any purpose not expressly authorized in these Terms.

Any unauthorized use of the services automatically terminates the license granted herein and may result in legal action.

  • Users must provide accurate and up-to-date information when using our services.
  • Misuse of services, including fraudulent or illegal activity, will result in termination of service without a refund.
  • Users of VRO+ must comply with applicable state and federal notary laws.

4. Privacy & Data Security

  • We take data security seriously and employ encryption and other safeguards to protect user information.
  • Our identity protection services rely on third-party providers to monitor potential threats on the dark web.
  • Online notarization services are conducted through third-party providers who adhere to applicable legal requirements.

5. Payment Policy

7. Limitation of Liability

  • VRO is not a government agency and does not issue official documents.
  • We are not responsible for delays or denials from government agencies.
  • Identity protection services offer alerts and monitoring but cannot guarantee identity theft prevention.
  • VRO is not responsible for errors or omissions by third-party providers.
  • We do not warrant that the information on our website is accurate, complete, or current. Content may be updated or changed at any time without notice.

8. Dispute Resolution

  • Disputes must first be attempted to be resolved through good-faith negotiations.
  • If unresolved, disputes will be settled by binding arbitration in Delaware under the AAA rules.
  • Users waive the right to participate in class-action lawsuits.

9. Modifications to Terms

We reserve the right to modify these Terms and Conditions at any time. Continued use of our services after changes take effect constitutes acceptance of the new terms.

10. Governing Law

These Terms and Conditions shall be governed by and construed in accordance with the laws of the State of Delaware, without regard to its conflict of law rules.

11. Intellectual Property

All content on the Site, including but not limited to text, images, graphics, logos, slogans, icons, software, and design elements, are the exclusive property of VRO LLC or its licensors and are protected under U.S. and international copyright, trademark, and other intellectual property laws.

  • The use of our brand name, logo, slogans, or other marks without prior written consent is strictly prohibited.
  • You may not copy, reproduce, distribute, display, publish, transmit, or create derivative works from any content on our Site without our prior written permission.
  • Unauthorized use may result in civil or criminal penalties.

Users agree not to:

  • Use our services for fraudulent or illegal purposes.
  • Attempt to gain unauthorized access to our systems.
